Depends on the nature of the shoulder problem and the surgery
If it was a torn labrum, he wouldn’t pitch next year. If it was merely a slightly frayed labrum they were cleaning up, he would likely be pitching next year. And then there are even less serious shoulder injuries/surgeries.
This is just my opinion. I could easily be wrong.

He probably has a lot of talent, but he’s only gotten as high as AA and has yet to perform well at that level. He still has a ways to go. This isn’t like picking up Tejeda, who was ready to be a bullpen asset immediately. This is more like the Roman Colon acquisition. Minor, cheap, zero-risk, possibly high upside. And since he’s younger than Colon, he has more time to put things together.
This is just my opinion. I could easily be wrong.
