July 2nd International Signings Top Secret
Apparently, if you leak the word onto the internet concerning which international players we've signed, Dayton Moore will send a sniper from the cast of "24" to your house and have you assassinated. The Royals apparently did sign someone yesterday, although this is only a theory. News of who we signed isn't terribly important though, considering that the ceiling for such players is, um, Vlad Guerrero. I did see one fan with inside info (eazyb81) mentioned a name yesterday; I googled the name and found nothing. Eazyb81 is probably dead now.

Sounds like many of our LA signings in the last few years. The Domincan Leagues always look like pitchers’ leagues, but that may simply because the prototypical young Dominican player is slick-fielding and fast with little pop.

I don't know if we can necessarily assume that, but I think it is a fair prediction
First, there might be a handful of guys we sign for significant money, or there might be a lot of guys we sign for significant money. Glass and Moore have shown a willingness to spend a lot of money on the draft, FA’s and int’l FA’s over the last two years, and I’m pretty sure the MLB payroll went under budget this year. Second, I don’t know if any will be close to 7 figures, but as I’ve said on this site many times, I think signing 8 guys for $250K is a much better strategy than signing 1 guy for $2M. These teenagers are too speculative to put must of your eggs in one basket.

When you’re talking about kids like this, no one has polish. All they have is raw tools. So if he’s got 5 good or pretty good tools and a projectable body, that’s about as much as one can possibly ask for from a L.A. FA.

How long until....
A MLB team (hopefully our Royals) approaches the Amateur draft TOTALLY different.
If I were running a small market team, I’d at least research this possibility….
Use your 1st 2 or 3 picks in the Amateur draft on either HS players or College Jr’s that are going to cost a little more $$ to sign, and potentially have a higher ceiling. I’d then use the next 10-20 picks on ONLY college Seniors that you can sign cheaply, cause they really have no leverage. You could take more than that, but seriously how many college seniors that are taken past the 30th round are worth a damn?
I’d then take all the $$ saved & throw it at all these 16 year old freaks that are down in South America. Yea, it costs $2+ million to get in the same room as anyone that has Vlad or Pedro type ceiling, but is it worth it? HELL YES!!!

A good draft normally has two or three contributors on the MLB roster. You’d be banking on your first couple picks doing just that, or getting lucky with an “Aviles” type.

Some international scouts say some teams are spending their money simply to make a statement. Others see it as teams reevaluating the value of international players, who still are generally cheaper than drafted players. And like all homegrown talent, these players can be cost-controlled for their first three years of service time, followed by three seasons at below-market value in their arbitration years.
“Teams who have not had much success in Latin America can point to teams like the Rockies and Arizona,” said one international scout. “Teams going to the playoffs are the ones signing Latin American guys who go to the major leagues. But they don’t spend that much money—it comes down to scouting and how you allocate the money. You see all these teams now, they have done nothing in Latin America and they’re saying they have to do something about it.”
The teams showing more interest in big-money international signings this year than in the recent past include the Reds, Athletics, Padres, Astros, Cardinals and Indians, with the Padres strongly linked to at least three players who could sign for seven-figure bonuses. In the weeks leading up to July 2, Baseball America will give subscribers more insight on some of the players expected to command the highest bonuses.
Arguably the market's top talent is righthander Michel (not Michael, as first reported) Inoa, a 6-foot-7, 205-pound righthander from Puerto Plata in the Dominican Republic. Inoa's fastball works at 91-94 mph, and scouts see even more projection with his size, athletic bloodlines, fluid arm action and easy mechanics.
Several teams have been linked to Inoa already, including international heavyweights such as the Yankees, Red Sox, Mets and Mariners, while the Athletics have also popped up as a serious contender. Sources have indicated that Inoa will receive a bonus in excess of $2.5 million, and one international scout said agent Adam Katz of Wasserman Media Group, who represents Inoa, is “starting the bidding” at $3.5 million.
While the A’s have never been big spenders on the international front, new money in the international market is shaping up to be one of the themes of this year’s signing period. Oakland made its mark in Latin America in early February, when the club signed 17-year-old outfielder Robin Rosario for $350,000, a franchise record for a bonus spent on an international player.
The Indians could also leave a large footprint on this year’s international signing class, though one formerly hot name who had been linked to them seems to have lost much of his luster. Several international sources have said the Indians had agreed with Dominican shortstop Edward Salcedo for a $2.9 million deal earlier this year, but months later no deal has been announced.

What about this idea?
How long before a US kid moves to DR, or Cayman, Bermuda, etc. in order to skirt the US draft and sign an FA contract? Would they have to renounce US citizenship in order to do this, have dual citizenship, or just live outside the US? I’m surprised that Borass hasn’t thought of this already. This seems like a huge loophole that someone could exploit in order to go to the team of their choice, as a 16-year old.
Does anyone know the particulars of the rules on what/whom is covered in the Rule 4 draft, other than US, Canada, PR?
