If my logic is correct, we can normalize the intra-league comparisons above by multiplying by these factors, like so:

Run-Scoring
Omaha 1.10
NWA 0.97
Wilmington 0.92
Burlington 0.90

That is what I was looking for: a rough way to look at the kind of step up/down hitters/pitchers would expect by moving from team to team.
