Jeff Passan towards the end of this Yahoo article mentions that we are pushing hard for Bedard on a one year incentive laden contact.

If true, then I don't get it...
I’ve heard mid-to-late 2010 as a full strength return date for him. Which would mean that he should really only be of use to teams in contention and needing an extra push down the stretch. That’s not going to be the 2010 Royals. Best case scenario, Bedard comes back from rehabbing the shoulder and helps to push our boys from 73 wins to 76. Totally worth it.

But
He did play for the Mariners, so it totally makes sense.

But it would make even more sense if Wren signed him to a one year, incentive deal now, and then Dayton went nuts with a $68M for 6 deal in the 2010-11 offseason.

doesn't really bother me
depending on the terms. if we only pay him for production, then no harm, really. somebody’s got to pitch.

But I still think whatever money is spent on him would be a waste for the Royals. Unless Dayton just wants to give Bedard a little taste of the glamorous KC lifestyle to suck him into a long term deal. Just like Cleveland does with all its free agents. Once you’ve been there, you never want to leave.

If healthy, I would do this in a heartbeat.
That could be a strong rotation if we could find a decent #5 ( or Hochever, Davies, or Jorge step up).

A healthy Erik Bedard would be worth a lot at the trade deadline.
If it a low base salary, what is there to lose?
Exactly, he's a nice trade chip if nothing else.
You saw what the O’s got for Bedard right? Oh wait, was that Jack Z’s predecessor? Well maybe we could flip him to the Mets. Not a bad gamble in my opinion, and if the team does somehow outperform all expectations (they can’t be worse than this year can they?), then we might have a decent #3 starter. And on an incentive laden contract, you can’t really go wrong. I wonder if we’ll pay him by the game, or by the pitch? :)
If he's willing to go for a low base salary, then many contending teams would take him
In order for the Royals to land him, they’ll have to offer more guaranteed money than just about everyone else.

Yes, he's damaged, talented goods
That means pretty much every team would like to have him for a low base salary with incentives based on how many games he can actually pitch or start. But some team(s) will likely be willing to take on the risk and offer him more guaranteed money than anyone else. If a small market team like the Royals does it, they are stupid. If a large market team like the Yankees, Red Sox, Angels, Dodgers, Cubs, etc. does it, then they are smart because their huge revenues make it easy for them to absorb the risk.
So, in my opinion, the Royals could only get Bedard, even as damaged goods, if they overbid a higher revenue team by giving Bedard even more guaranteed money. And that would be stupid.

If I were Bedard I would probably think more favorably of KC now that changes have been made to the medical staff
Could we be getting a glimpse of the deeper part of The Process™? It’s not just signing every available former Mariner, but former Mariner pitchers with a history of arm injury are particularly critical.
Perhaps that was the underlying rationale for changing out the medical staff. Make the Royals as attractive as possible for sore-armed ex-Mariners and Braves, especially pitchers??
If you can’t compete with money, then have the best medical wraps in the industry. Dare I say – this is the classic band-aid approach to fixing a problem?

does the last year and the absolute killing of Meche scare off a starter from signing here?

This can be a great opportunity for Bedard and the Royals
Bedard signs a one-year incentive laden deal. He plays in a HUGE ballpark that will keep his numbers slightly lower than a bandbox. This equals more money and a he’s got it back type of hype. He demands a trade to a contender near the July trading deadline and lands us and Adam Jones-esque player. He then signs a big FA deal after his one-year deal is up where he wants to go.
This helps the Royals as we will win more games. Keep butts in the seats. Get a good haul for him if he leaves. And if he doesn’t leave and decides we’re heading the right direction, he might give us a legit look for a long term deal. That’s of course unlikely, but it’s always a possibility.

If that were his plan his best option would be to sign with the Mariners
… who would gladly take him back on a one-year low-base, incentive deal. Safeco Field itself is an ideal park for a LH pitcher (fly balls to LF absolutely die) and he reaps the benefits of one of the best defenses in baseball.
Other issues are that Bedard is probably not going to be recovered from surgery to start the season. It’s highly questionable that he would be able to get back in shape form by the trade deadline to generate interest as a possible front-end starter.
I’m not saying that acquiring Bedard would be a bad idea. Not at all. But there are probably at least 20 other teams that would also like to have Bedard on a one-year, low-base + incentives deal. He’s going to have a lot of similar offers to choose from. If he looks only for the highest guarantee, he’ll probably wind up somewhere on the East Coast unless Dayton decides to pull out the stops to sign him (a la Meche). And if the Royals did that, I’m sure they would want to do more than a one year deal.. But if Bedard wants to rebuild his stats for another contract push in 2011, there are probably better options for him than the Royals.
Plus he had almost two years of Betancourt not playing SS on his left side – does he really want to go back to that?? [/snark]
