No Duffy, Montgomery, Mehlville or the short season starters.

If you look closely, it really says "CentralChamps2012."

I wasn't aware it was a rule

I just always noticed there were usually a lot of AA types in the league.

Can Crow therefore not pitch there since he wasn’t signed yet? If so, that just puts him playing instructional league ball (i.e. fall spring training).

The rules allow teams to send one player from the most recent amateur draft.

In any event, teams usually do not send any of their top pitching prospects to the AFL because they want to be extra careful about managing their use (similar to the objections about the WBC) and most of them will have already pitched a full season (and likely reached their innings threshold for the year). The exceptions are typically cases like Gutierrez where the pitcher missed all or part of the year due to injuries or whatnot and could use the innings.

But we don't have those concerns with Crow

Since he’s barely pitched this year, and is pretty close to MLB ready, wouldn’t he be a prime candidate for the AFL?

Absolutely

Crow is exactly the type of top pitching prospect who goes to the AFL.

The points on the general practice were more an explanation as to why no Duffy, Montgomery, Melville, or similar pitching prospects.

i believe that rule has changed

Since the Hawaiian league disbanded after last season

Blake Wood, Brandon Sisk, Blake Johnson and Aaron Hartsock

Are being considered for the last two spots.

Greg Schaum says Aaron Crow will be one if he signs.
