His OBP is down (career .316), but the average is right at his career line (.264) and his slug% is the highest he’s had in a full season (up from .355 last year and .337 career). The quote is ambiguous, so they might mean he hasn’t hit for his career, but it seems like they’re saying he’s having a down year when it’s really about as good as any he’s had.

Nick Punto 2010 WAR: 1.9 (would be 3rd among current Royals position players, after Billy and DDJ)
Willie Bloomquist career WAR: 0.4
Punto is the kind of great defensive player Dayton Moore claims to get , but never does (Willie Bloomquist, Yuniesky Betancourt, Joey Gathright, Scott Podsednik, Rick Ankiel…)

The writer probably saw "useless baseball player"
And assumed it was the fattest Royal
