The only part of your post I'd take issue with is when you say Yuni has an average arm.
I hate Yuni, but he appears to have a pretty strong arm, I’d say. That’s pretty much the only positive aspect of his game, I’d say. It isn’t always accurate, but his arm strength isn’t an issue. Everything else is, however.

I was using average arm in relation to other shortstops.
Maybe I’m selling him short on that count, although I don’t feel like his arm is markedly better than most other SSs.

As long as the topic has come up...
…how do you rate his tools, using a standard 20/80 scale?
Given ten-seconds of thought, I’d say:
Hit: 30
Power: 60
Speed: 30
Arm: 50
Glove: 40
Also, he has no range, and we know he won’t take a walk (but those aren’t tools on the scale).
Off the top of my head?
Hit: 35
Power: 50
Speed: 40
Arm: 50
Glove: 40 (but obviously this is at short, I’d be tempted to go 50 if he was at second)
Also, I could be mistaken, but I think strike zone judgment factors into the hit tool.

I think you’re right, but I’m not sure that Yu-Bet’s particular skillset is penalized by that fact. Without looking up any stats (hey, this is an exercise in scouting, right?), I have the impression/recollection that his contact rate outside the zone is pretty good. So, he winds up fouling off quite a few non-strikes. Laying off of those could put him on first base, but instead he stays at the plate.
I suspect, in evaluating his tools, the fact that he fouled off a bunch of pitches gets him some credit, but without a corresponding debit for the unwillingness to take the base on balls.
