The descriptions of the tiers seem to indicate that it is
But the rankings do not (eg Lamb). Several sites seem to do this in an attempt to better explain their rankings, but I think it just causes more confusion than anything and ought to be abandoned.
No doubt the rankings reflect all sorts of considerations, such as ceiling, current age and level, and recent performance.
Can't be.
Find another prospect hound who thinks Mike Montgomery’s ceiling is Number 2/3 starter. He may not be likely to be a Number 1, but that’s certainly he ceiling.

I don't agree with his tier system at all
As Bronzillo notes, the Royals have LOTS more guys that could be bench players in the Majors. Those are the C-Robs and Christian Colons of the world.
Elier Hernandez has much higher upside than “just a guy”, but he isn’t rated higher because he’s light years away from the big leagues and is raw. He could be an MVP someday, he could be a AA flameout. We don’t know. The tier system doesn’t seem to account for that. You could also put Bubba Starling in that category, although he’s a Tier 1 guy, but the accumulated WAR of his MLB career could be less than a guy like C-Rob for all we know.

I agree about the LA signees
I doubt we’ll have much of any idea what the Royals have in Elier until he’s at least 18. But Rany continually harping on the importance of age, and if he and the research he is relying on are right, then it’s exciting that the Royals spent the cash to sign a promising raw prospect.
I am wondering about how an international draft might work in terms of age if it eventually happens. Would the age still be 16 for LA players?
being put into the draft killed baseball in PR...
hopefully baseball sees that and doesnt do the same thing with the rest of LA

im all for more talent being in major league baseball....
theres much less talent coming out of PR than they’re used to be in large part due to their inclusion in the draft
